BESM chapter :4 Economic environment

Privatization – Meaning

Privatization refers to the process of transferring the ownership, management, or control of government-owned enterprises, industries, or services to the private sector. It reduces the direct involvement of the government in business activities and increases the participation of private individuals, companies, and investors.

In other words, privatization means shifting an enterprise or business activity from public ownership to private ownership or management. It may take place through the sale of government-owned enterprises, sale of government shares, leasing, or private management contracts.

The main idea behind privatization is to allow private-sector organizations to operate businesses with greater efficiency, competition, productivity, and commercial orientation. It is commonly adopted to reduce the financial burden on the government, improve the performance of public enterprises, attract private investment, and improve the quality of goods and services.

Example: If a government-owned enterprise is sold to a private company or its ownership shares are transferred to private investors, the process is called privatization.

In simple words:

Privatization is the transfer of ownership or control of public-sector enterprises to the private sector.

Methods of Privatization

Privatization can be carried out through different methods. The main methods shown in the figure are:

1. Share Sales

Under this method, the government sells some or all of the shares of a public enterprise to private individuals, companies, or the general public. As a result, private investors get ownership and may participate in the management of the enterprise.

2. Management Contract

Under a management contract, the ownership remains with the government, but the management and operation of the enterprise are given to a private company or organization for a certain period. The private manager operates the enterprise in return for a fee.

3. Lease of Assets

In this method, the government leases the assets of a public enterprise to a private party for a specified period. The private party uses and operates the assets and pays an agreed amount to the government.

4. Asset Sales

Asset sales involve the sale of individual assets of a government enterprise to private buyers. These assets may include land, buildings, machinery, vehicles, or other property.

5. Business Sales

Under business sales, the whole business or enterprise is sold to a private individual or company. The private owner then takes responsibility for its operation, management, profits, and losses.

6. Others

Other methods may also be used depending on the nature of the enterprise and government policy. These may include different forms of private participation, partnerships, or transfer of operations.

Conclusion

Thus, privatization can take place in different ways, ranging from selling shares or assets to transferring management or leasing assets. The main purpose is to increase private-sector participation and reduce direct government involvement in business activities.

Easy way to remember:
Share Sales → Management Contract → Lease Assets → Asset Sales → Business Sales → Others.

(Methods of Privatization)

(Share Sales)

(Management Contract)

(Lease Assets)

(Assets Sales)

(Business Sales)

(Others)

Liberalization – Meaning

Liberalization refers to the process of reducing or removing government restrictions, controls, and regulations on economic activities and giving greater freedom to the private sector and market forces.

It allows individuals and private organizations to start businesses, invest, produce, trade, import, and export with fewer government restrictions. The main purpose of liberalization is to promote competition, private investment, efficiency, productivity, and economic growth.

For example, when a government reduces restrictions on foreign investment and allows private companies to enter industries previously controlled by the government, it is an example of liberalization.

In simple words:

Liberalization is the process of reducing government controls and giving greater freedom to the private sector and market forces in economic activities.

Requirements of Liberalization

Liberalization means reducing unnecessary government controls and restrictions on business, trade, and investment and giving greater freedom to the private sector.

The main requirements of liberalization are:

1. Role of Government as a Facilitator

The government should act as a facilitator and regulator rather than directly controlling business activities. It should provide proper policies, rules, infrastructure, and a favorable environment for businesses.

2. Increased Role of Private Sector

Liberalization gives greater importance to the private sector. Private businesses are encouraged to invest, produce goods and services, create employment, and contribute to economic development.

3. Abolishing License Requirements

Unnecessary licenses and permits required to start or operate businesses should be removed or simplified. This makes it easier to establish new businesses.

4. Freedom in Business Decisions

Businesses should have greater freedom to make decisions regarding production, pricing, investment, employment, and expansion according to market conditions.

5. Removal of Restrictions

Unnecessary government restrictions and controls on business, trade, and investment should be removed. This promotes competition and efficiency.

6. Reduction of Tax Rate

Tax rates and complicated tax procedures should be reduced or simplified to encourage investment, production, and business activities.

7. Simplification of Foreign Trade

Import and export procedures should be made simple and convenient. This helps businesses participate more easily in international trade.

8. Facilitation of FDI and Technology Transfer

The government should create a favorable environment for Foreign Direct Investment (FDI) and encourage the transfer of modern technology, skills, and knowledge into the country.

9. Current Account and Capital Account Reform

Reforms should be made to facilitate and regulate international payments, foreign investment, and movement of capital.

Conclusion

Thus, liberalization requires less government control, greater private-sector participation, freedom in business decisions, simplified trade procedures, lower taxes, and greater foreign investment. It aims to make the economy more open, competitive, and efficient.

Effects of Liberalization on Nepalese Business

Introduction

Liberalization refers to the process of reducing or removing government restrictions and controls on economic activities. It provides greater freedom to the private sector and encourages competition, investment, trade and business activities.

In Nepal, liberalization has brought significant changes in the business environment. The major effects of liberalization on Nepalese business are discussed below.

1. Growth of Private Sector

Liberalization has created a more favorable environment for private businesses. Restrictions on establishing and operating private enterprises have been reduced, encouraging individuals and companies to invest in different sectors.

As a result, private businesses have expanded in areas such as:

  • Banking and finance
  • Education
  • Health
  • Tourism
  • Manufacturing
  • Communication
  • Retail and services

In simple words: Liberalization has increased the participation and growth of the private sector in Nepal.

2. Rise of Financial Institutions

Liberalization has contributed to the rapid development of banks, finance companies, insurance companies and other financial institutions.

Greater private-sector participation has increased competition in the financial sector. These institutions provide services such as:

  • Loans and credit
  • Deposits
  • Insurance
  • Investment services
  • Payment and financial facilities

Effect: Businesses have obtained more opportunities to access financial resources for investment and expansion.

3. Increase in Foreign Direct Investment (FDI)

Liberalization has opened the Nepalese economy to foreign investors. Foreign companies and investors can invest in various permitted sectors of the Nepalese economy.

Foreign investment can bring:

  • Capital
  • Technology
  • Managerial skills
  • New business practices
  • Employment opportunities
  • Access to international markets

In simple words: Liberalization has made it easier for foreign capital and technology to enter Nepal.

4. Rise of Multinational Companies

Liberalization has created opportunities for multinational companies (MNCs) to enter the Nepalese market.

Multinational companies can introduce:

  • New products and services
  • Modern technology
  • International management practices
  • New marketing techniques
  • Greater competition

This has also encouraged domestic businesses to improve their products and services.

5. Rising Trade Deficit

One important concern associated with liberalization is the possibility of a rising trade deficit.

When restrictions on imports are reduced, businesses and consumers may have greater access to foreign goods. If imports grow faster than exports, the country experiences a trade deficit.

Trade Deficit = Imports > Exports

For Nepal, the expansion of imports compared with exports can put pressure on the country’s trade balance.

Therefore: Liberalization can provide access to foreign goods and inputs, but it also creates a need to strengthen domestic production and exports.

6. Development of Capital Market

Liberalization has contributed to the development and expansion of the capital market.

The capital market provides opportunities for businesses to raise funds through instruments such as:

  • Shares
  • Bonds
  • Debentures

It also provides investment opportunities to individuals and institutions.

Effect: Businesses can obtain alternative sources of finance, while investors can participate in business ownership and investment.

7. Change in the Role of Government

Liberalization has changed the traditional role of the government in business and economic activities.

Previously, the government was more directly involved in many economic activities. With liberalization, the government increasingly focuses on:

  • Making policies and laws
  • Regulating businesses
  • Maintaining fair competition
  • Providing infrastructure
  • Protecting consumers
  • Maintaining economic stability

Thus, the government moves more toward the role of facilitator and regulator, while the private sector plays a greater role in production and business activities.

8. Change in Market Scenario

Liberalization has changed the overall business and market environment in Nepal.

It has increased:

  • Competition among businesses
  • Variety of products and services
  • Consumer choices
  • Use of modern technology
  • Quality consciousness
  • Marketing activities

Nepalese businesses have to compete not only with domestic firms but, in many sectors, with foreign products and companies as well.

Effect: Businesses are encouraged to improve quality, efficiency, productivity and customer service.

Conclusion

Liberalization has brought significant changes to Nepalese business. It has encouraged the growth of the private sector, development of financial institutions, foreign investment, multinational companies and capital markets. At the same time, it has contributed to challenges such as increased import competition and trade deficit.

Therefore, liberalization has made the Nepalese business environment more open, competitive and market-oriented, while also creating the need for domestic businesses to improve their productivity, quality and competitiveness.

Easy way to remember the 8 effects:

Private sector → Financial institutions → FDI → Multinational companies → Trade deficit → Capital market → Government role → Market scenario

(Growth of Private Sector)

(Rise of Financial Institutions)

(Increase in Foreign Direct Investment)

(Rise of Multinational Companies)

(Rising Trade Deficit)

(Development of Capital Market)

(Change in Role of Government)

(Change in Market Scenario)
